What training can the elected representatives of the CSE benefit from?

The CSE or Social and Economic Committee is the result of the merger of the bodies that represent the staff. It is made up of elected members whose missions are to manage working conditions, monitor the promotion of health and safety, represent employees and monitor the application of the labor code. In general, these elected members have the opportunity to benefit from two types of training.

The training obligations of CSE elected officials
The elected members of the CSE must undergo training essential to the exercise of their mandate in terms of working conditions, safety and health. Indeed, they must acquire a basic training on the obligations, the operation and the role of a CSE. In general, it is the employer who takes care of the financing and the time of CSE training. It lasts five days in companies with more than three hundred employees. Article L2315-18 provides for “health and safety” training for the elected members of the CSE and Article L2315-63 refers to an economic training course. The works council must take care of the financing. It is deducted from the duration of the trade union, social and economic training leave, which is provided for in articles L. 2145-5. The various training courses are provided by specialized centers, institutes attached to trade union organizations or a body appearing on a list determined by the administrative authority. The training organization approved OSEZ VOS DROITS can propose a training for the elected representatives of the CSE.

An economic training for the elected members of the CSE in companies with more than 50 employees.
The labor regulations refer to an economic training reserved for elected officials. It provides them with basic knowledge and skills in business restructuring, financial analysis, accounting, legal form of the company, etc. It provides them with a minimum of training on issues related to the social protection of employees and the application of labor regulations. The duration of this economic training for CSE members does not exceed five days. During the training, they continue to be paid by their employers, which is considered as working time. However, the CSE is responsible for the financing of the training, as well as the trainee’s accommodation and travel expenses. Elected members of the ESC have the option of renewing this training every four years.

Training in health, safety and working conditions
The CSE promotes working conditions, safety and health in society. The labor regulations evoke a specific right for the elected members of the CSE in these areas. This right concerns all the members of the CSE in a company of more than eleven employees, whether they are newly elected, substitutes or full members. This training develops the skills of members to measure and identify occupational risks in a company, but also to prevent them in order to improve working conditions. The training comprises two axes (speculative and practical) and must take into account the characteristics of the professional branch.
